Agenda Item Summary: As part of the Board’s continuing policy review, we recommend that it approve the proposed policy and regulatory revisions below. (Hyperlinks to the current policies and regulations are included for reference.)

Policy BDD: Electronic Participation in Meetings from Remote Locations
Last revised in 2017, Policy BDD has been updated to reflect the amendment of Va. Code §§ 2.2-3701 and 2.2-3707, repeal of Va. Code §§ 2.2-3708 and 2.2-3708.1, and enactment of Va. Code § 2.2-3708.2 by HB 907. This policy meets the Virginia Freedom of Information Act’s requirement to allow for and govern the participation of School Board members by electronic communication means. In addition to defining “electronic communication,” this revision clarifies that the policy is applied uniformly to all Board Members, and that electronic participation due to a personal matter is limited to two times per calendar year. Electronic participation due to illness is not limited in such a manner.
Policy BDDH/KD: Public Participation at School Board Meetings
Last revised in 2017 and 2018 respectively, Policy BDDH and Regulation BDDH-R/KD-R have been updated to reflect current practice and to clarify the public comment time allocations for members of the public and for heads of organizations.

Policy EEA: Student Transportation Services
Last revised in 2018, Policy EEA and Regulation EEA-R/EEAB-R have been updated to reflect the Superintendent’s recommended adjustment to high school walk zones, from a 1.5 mile radius to a 1.5 mile walking distance. In addition, orange text reflects Board Member feedback from the April 25, 2019 Board Meeting, to change the maximum walking distance to a bus stop to one-half mile for all students.


Policy IKFA: Locally Awarded Verified Credits
Last revised in 2016, Policy IKFA has been updated to reflect the September 2018 adoption of revised BOE Guidelines for Standard Diploma Credit Accommodations for Students with Disabilities. Regulation IKFA-R has been updated to reflect current job titles and to note that whenever a Special Permission Credit Accommodation is being considered, the Executive Director of Specialized Instruction will be included on the panel.
Background: The Code of Virginia § 22.1-253.13:7 and Policy BF require the School Board to maintain and follow up-to-date policies, and that all policies shall be reviewed at least every five years and revised as needed.
Recommendation: The Superintendent recommends that the School Board approve the attached revisions to Policies BDD, BDDH/KD, EEA and IKFA, and Regulations BDDH-R/KD-R, EEA-R/EEAB-R and IKFA-R.
