Agenda Item Summary: As part of the Board’s continuing policy review, we recommend that it approve newly proposed draft Regulation BBBB-R2, which expands the Student Representative to the School Board program. (Hyperlinks to the current policy and regulation are included for reference.)

Throughout the 2018-2019 school year, the incumbent Student Representatives to the School Board have developed a proposed expansion of the Student Representative program to include middle school students, in consultation with the principals of George Washington Middle School, Francis C. Hammond Middle School, Jefferson-Houston School, and Patrick Henry School. The Middle School Student Representatives would serve in an advisory role to the Student Representatives to the School Board, and would write monthly reports on behalf of the students at their school, to provide more direct insight and feedback to the School Board regarding the middle schools.
Draft Regulation BBBB-R2 proposes the annual appointment of four (4) middle school Student Representatives, to be selected by the principal of their respective school and the Student Representatives to the School Board for appointment by the School Board each June. One student from each middle school and K-8 school would be appointed to serve an annual term from July 1st until June 30th, after which they could reapply to be considered for another term. The middle school students would not participate in Board Meetings. Draft Regulation BBBB-R2 outlines the proposed duties and application process for the (middle school) Student Representative positions.
Background: The Code of Virginia § 22.1-253.13:7 and Policy BF require the School Board to maintain and follow up-to-date policies, and that all policies shall be reviewed at least every five years and revised as needed.
Recommendation: The Superintendent recommends that the School Board approve the attached revisions to Policy BBBB and Regulation BBBB-R, as well as newly proposed Regulation BBBB-R2.
