ACPS 2025 Strategic Plan Goal:

In collaboration with City partners, ACPS will move aggressively to modernize all learning environments, expand or otherwise adapt facilities to meet projected changes in school enrollment, and ensure equitable application of capital improvements throughout the school division.

Agenda Item Summary: This is an action item for the School Board to vote on the high school model and sites to be pursued as part of the High School Project
Background: The High School Project began in the summer of 2018 and has progressed steadily throughout the past year. On January 24, 2019, the School Board voted to continue high school project work with a focus on several priorities and a commitment to a multi-option evaluation process. On August 22, 2019, the School Board had a work session which focused on the Educational Design Team’s models of what a two high schools model or connected high school network could look like, as well as a preliminary discussion on the site analysis. The September 19, 2019 the School Board had a work session focused on the detailed site analysis and cost comparison between two high schools model and connected high school network.
Recommendation: The Superintendent recommends the School Board review all of the attachments in preparation for the September 26, 2019 vote. As discussed at the September 5th work session, the School Board will not vote on the educational programming; however, the School Board vote at the September 26th meeting will include:

● The selection of one high school (connected high school network) or two high school model
● The sites to be pursued based on the selected model

The School Board adopt a Connected High School Network strategy to address Alexandria’s future high school capacity needs.



The School Board empowers the Superintendent to proceed with development of a Connected High School Network site concept that includes construction of a high school building (and associated site amenities) on the Minnie Howard campus.



The site concept will include sufficient capacity for:

- 2,900 students at the existing T.C. Williams King Street site;

- 1,600 students at the Minnie Howard site;

- 100 students at the Satellite campus;

- 40 students at the Chance for Change Academy; and

- 400 students at the Northern Virginia College (NVCC or NOVA) Alexandria campus'. Upon a Roll-Call Vote being taken, the vote was: Aye: 6 Nay: 3.

The School Board empowers the Superintendent to proceed with development of a Connected High School Network site concept that includes construction of a high school building (and associated site amenities) on the Minnie Howard campus.



The site concept will include sufficient capacity for:

- 1,600 students at the Minnie Howard site; which will be built in such a manner that, with minimal effort and cost be able to be converted to an independent school at a later date

- 100 students at the Satellite campus;

- 40 students at the Chance for Change Academy; and

- 400 students at the Northern Virginia Community College (NVCC or NOVA) Alexandria campus.'. Upon a Roll-Call Vote being taken, the vote was: Aye: 2 Nay: 7.
