Agenda Item Summary: Alexandria City Public Schools received a donation from the Mount Vernon Community School PTA to support the purchase of an outdoor bench for students, families and community members of Mount Vernon Community School. The donation includes a disbursement condition. In accordance with ACPS Policy KH and Regulation KH-R, any donation with disbursement conditions requires School Board approval. The donation must meet the established standards of acceptance requirements. Those standards and the appropriate responses are detailed below:


ACPS Donation Standards of Acceptance

1. Have a purpose consistent with the goals of ACPS:
The bench will support the playground renovation project of Mount Vernon Community School by affording students, staff, parents/families and community an additional option to sit and observe children at play. This donation aligns with ACPS 2020 Strategic Goal 5 (Health and Wellness) 5.1 – Student Physical, Social and Emotional Health and Goal 4 (Facilities and the Learning Environment: ACPS will provide optimal and equitable learning environments) 4.6 Outdoor Learning and Recreational Opportunities.

2. Impose no undesirable, unacceptable, or hidden costs in terms of resources to ACPS:
The donation has no identified undesirable, unacceptable, or hidden costs. The ACPS Operations Department is aware of this potential donation and will continue to collaborate with the MVCS PTA for selection of the type, color, placement and securing of the bench and plaque.

3. Place no unacceptable conditions or restrictions on the school division or its educational or extracurricular programs:
The bench will not place any unacceptable conditions or restrictions on the school division or its educational or extracurricular programs.

4. Not assume that the School Board will accept responsibility for continuing the benefit of or program supported by the donation if or when the funds are exhausted:
This donation will not cause the School Board to accept responsibility for continuing the benefit of this donation.

5. Meet any applicable federal, state, and/or local laws and regulations, Board policies, regulations or guidelines associated with its construction or use; and meet any applicable safety standards:
This donation meets all local laws, regulations, Board policies, regulations and guidelines.

6. Meet all guidelines in regards to the ACPS Community Funded Facilities Project Guidelines: This request is in accordance with the Community Funded Facilities Project Guidelines as it is classified as a “Minor Beautification Project” and has been approved by the Principal of Mount Vernon Community School.
Background: On March 11th, 2019, Alexandria City Public Schools received a donation from the Mount Vernon Community School PTA, to support the purchase of an outdoor bench for students, families and community members of Mount Vernon Community School. The donation includes the following disbursement condition:

A small plaque attached to the bench that would honor Mr. John Perlman. Mr. Perlman is a retired ACPS teacher but still an active PTA and school volunteer. He attends every PTA meeting and manages the translation equipment. He is well loved by students, parents and staff. - Maureen McNulty, Mount Vernon Community School PTA President

In Honor of Mr. John Perlman's Service to MVCS Community & Students

In accordance with ACPS Policy KH and Regulation KH-R, any donation with disbursement conditions requires School Board approval. The donation must also meet the established standards of acceptance requirements.
