Agenda Item Summary: Alexandria City Public Schools (ACPS) serves as the fiscal agent for the Virginia Preschool Initiative (VPI), the state’s public pre-kindergarten program for four-year-olds, for the City of Alexandria. Alexandria has a mixed-delivery model whereby VPI students are in the public schools and community-based child care centers, ALIVE! Child Development Center, The Campagna Center, Child and Family Network Centers, and Creative Play School.

The state provides $3,062.50 per student and requires a 100% local match of the same amount, for a total of $6,125 per student. ACPS meets the match requirement through a budget transfer from the operating fund. The community-based programs meet the match requirement via private donors, fundraising, program fees, and the City’s Scholarship for Fours. Each year, the community-based programs invoice ACPS for the total number of VPI children in their programs and ACPS provides the funds received from the state to the programs.

For FY 2018, Alexandria served 385 students. Since the funding is a per pupil allocation, the chart below indicates the dollar amount received by each program. There are currently 375 students enrolled for FY 2019. Final numbers will be approved October 17, 2018.
