Agenda Item Summary: The School Board reviewed the following policy and regulation at its April 25, 2016 Work Session. The policy can now be advanced for New Business.

Policy IKD – Instructional Assignments – Elementary (This newly proposed policy mirrors Policy IKB: Course Assignments-Secondary.)

IKD-R - Regulations Pertaining to Instructional Assignments – Elementary (Revised to reflect 4/25/16 School Board feedback. The time allocations for out-of-class assignments presented in this newly proposed regulation represent a synthesis of recommendations presented in multiple studies and professional organizations, (Cooper (2007), National Education Association, and National PTA) related to the effects of homework on student achievement. Generally, the research (as reflected in the policy) confirms that the minutes assigned to homework at the elementary level should parallel the grade of the student. The research (Anderson, et. al, 1988) also confirms that approximately 20 minutes per night significantly reduces the word gap and leads to increased literacy achievement.)
Background: The Code of Virginia § 22.1-253.13:7 requires that each local school board shall maintain and follow up-to-date policies, and that all policies shall be reviewed at least every five years and revised as needed. In addition, the Alexandria City School Board’s Policy BF provides that policies will be reviewed at least every three years and revised as needed.
Recommendation: The Superintendent recommends that the School Board review Policy IKD.
