Agenda Item Summary: The attached Draft Resolution to Reestablish the T.C. Williams Community Advisory Committee was first presented for information at the June 23, 2016 School Board Meeting. It has since been revised to incorporate community feedback from the June 27, 2016 and September 27, 2016 T.C. Williams Community Meetings, as well as the October 13, 2016 School Board Meeting.

To continue the school division’s active dialogue with the community, strengthen the committee and make it more transparent, and in accordance with Condition 69 and ACPS 2020 Strategic Plan Objective 2.3, Community Engagement, the Superintendent seeks to reestablish the T.C. Williams Community Advisory Committee in concert with the Division’s existing practice of community meetings.
Background: During the planning phase for construction of the current T.C. Williams High School, a Development Special Use Permit and Site Plan (DSUP#2002-0044) was drafted and approved by City Council in January 2004.

Condition 69 of that DSUP directed ACPS to create a T.C. Williams Community Advisory Committee “to provide a forum for the discussion and resolution of neighborhood issues that arise during the construction of the new school.” The committee met “periodically as conditions dictate[d] throughout the period of construction.”

To continue the Division’s dialogue with the community after the completion of construction, Condition 69 stated, "to provide a permanent forum for the discussion and resolution of neighborhood issues that arise as a result of the ongoing operation of the new high school, ACPS shall create and coordinate a Community Advisory Committee to include representatives of ACPS, T.C. Williams High School, the Department of Recreation, Parks and Cultural Activities, and the adjoining neighborhoods." DSUP Condition 69 was reaffirmed when the City Council approved the lighted tennis courts at T.C. Williams in 2013.

In the years since construction of the current school, the school division has maintained its outreach by holding community meetings with residents of the surrounding neighborhoods and members of the larger T.C. Williams community. ACPS has not, however, consistently utilized adopted formal procedures governing the constitution of the committee or the running of the meetings.
Recommendation: The Superintendent recommends that the School Board approve the attached Resolution to Reestablish the T.C. Williams Community Advisory Committee.
