Agenda Item Summary: The Elementary Transition Plan: 2018-2019 and accompanying power point included with this presentation summarize the division plan for students who are projected to change schools during the 2018-19 school year (based upon the decision made by the School Board at their January 26, 2017, meeting regarding final approval of the proposed redistricting process). The plan and power point explain key factors related to transition planning; a communications plan; key activities (including department, tasks/activities, and timeline); and a description of additional transitional activities for school-based teams.
Background: In 2015, the Alexandria City School Board began the process of redistricting with the goal of implementing new elementary school boundaries. Redistricting is needed because the majority of ACPS schools are at or over capacity, and enrollment is projected to continue to grow over the next decade. On January 26, 2017, the Board voted to approve Option 9a (with delineation of schools and students affected, including proposed future sites to which students will be assigned), including accommodations for the proposed Elementary Transition Plan described in the accompanying documents.

During the initial implementation year of the redistricting process, this transition plan will ensure a smooth transition of students required to move; clear communications around who has to move, where, and when; and ensure that all households across Alexandria are informed of the changes whether they have students in ACPS or not. The plan reinforces that the School Board established clear and viable criteria for determination of site placements, including new boundaries focused on ensuring that those criteria were met in a balanced way. The plan also reinforces the Board’s commitment to retaining the diversity of our schools, creating better space to enhance instruction, and implementing policy changes, including processes for grandfathering and phasing in of transitions.
Recommendation: The Superintendent recommends that the School Board review the Redistricting Elementary Transition Plan: 2018-2019 School Year.
