Agenda Item Summary: Best Practices/School Division-Initiated Policy Revisions:
As part of the School Board’s continuing policy review, we recommend that it approve the proposed revisions to Policy EBCD and Regulation EBCD-R. (Hyperlinks to the current policy and regulation are included for reference.)

Policy EBCD: School Closings (Orange text reflects feedback since the 5/24 Board Meeting.) Last reviewed in 2016, Policy EBCD is being renamed “Emergency School Closures, Delayed Opening and Early Dismissal.” EBCD-R: Regulations for School Closings and Employee Work Schedules, is being renamed “Emergency School Closures, Delayed Opening and Early Dismissal Regulations.” They have been revised to address and clarify the procedures to be followed, the staff reporting structure, and the methods of information dissemination during school closures, delayed openings and early dismissals due to inclement weather, emergencies, or building system failures.
Since being presented at the May 24, 2018 Board Meeting, Regulation EBCD-R has been revised to clarify that in cases of early dismissal, non-administrative licensed staff, paraprofessionals and school security officers will be released after students have been dismissed and buses have departed. If needed, principals may require some staff to remain to supervise students until all students have left the premises. Principals will make the decision to release staff in consultation with the Superintendent and/or Central Office administrators.
In addition, GCBD-R: Staff Leaves and Absences Regulations, has been revised to clarify that for employees on leave during emergency closures, delayed openings or early dismissals, they will not be charged personal, annual or sick leave for the time designated as an emergency closure, except for essential personnel. Regulation GCBD-R has been attached for reference.
Background: The Code of Virginia § 22.1-253.13:7 requires that each local school board shall maintain and follow up-to-date policies, and that all policies shall be reviewed at least every five years and revised as needed.
Recommendation: The Superintendent recommends that the School Board approve Policy EBCD and Regulation EBCD-R.
