Agenda Item Summary: As part of the Board’s continuing effort to improve Board Meeting efficiency, we recommend that it examine the proposed policy and regulatory revisions below. (Hyperlinks to the current policies and regulation are included for reference.)

Policy BDA: Regular School Board Meetings
Last revised in 2017, Policy BDA has been updated to reflect the amendment of Va. Code § 2.2-3707 and the enactment of Va. Code § 2.2-3708.2 by HB 907. It has also been revised to clarify that items may regularly be presented at either a Board Meeting or work session for information before being acted upon at the next regular Board Meeting.

Policy BDDE: Rules of Order and Bylaws
Last amended in 2019, proposed revisions to the Rules of Order clarify the time allotments for agenda items involving community participation.

Regulation BDDH-R/KD-R: Public Participation at School Board Meetings
Last revised in 2019, Regulation BDDH-R/KD-R has been updated to align the public comment time allocations for all members of the public regardless of affiliation, allowing two minutes per speaker. This is intended to improve meeting efficiency and is in keeping with other local jurisdictions.
Background: The Code of Virginia § 22.1-253.13:7 and Policy BF require the School Board to maintain and follow up-to-date policies, and that all policies shall be reviewed at least every five years and revised as needed.
Recommendation: The Superintendent recommends that the School Board review the attached revisions to Policies BDA and BDDE, and Regulation BDDH-R/KD-R.
