Objective 5.4 Safe Routes to Schools ACPS will encourage walking and bicycling and collaborate with city authorities to ensure that safe routes are available and publicized in order that students will develop a sense of autonomy and healthy, life-long habits.

As part of the redistricting process, walk zones were reviewed to make sure data was accurate and up to date. The existing policy has been that students within a one mile radius in grades K-5 and students within a one and one-half mile radius in grades 6-12 would not be eligible for transportation, except in certain circumstances, such as a hazard or as part of requirements for the student’s education. During review of the walk boundaries, ACPS found that the policy for walk zones were not being implemented as written and that the policies should be updated to reflect better practices.

Background:

As a first step in the review of walk boundaries, ACPS reviewed the existing elementary school walk zones and found that the walk zone policy was not being enforced uniformly throughout the division. Boundaries also needed to be adjusted for updated hazardous areas and/or be expanded based on redistricting in some instances.
After reviewing the impact of these changes, Transportation staff wanted to examine the impact of changing the boundaries to walking distance rather than radius. The results of this proved to be fairly significant in some elementary boundaries.
Transportation staff is recommending implementing the same walking distance for elementary and middle school students to be equitable and make a realistic expectation of middle school-age students.
