Agenda Item Summary: A total of $4,095,361.08 is requested from Title I, Part A to serve Title I-designated schools: William Ramsay, Cora Kelly, Ferdinand T. Day, Patrick Henry, James K. Polk, and John Adams Elementary Schools, as well as Jefferson-Houston PreK-8 School and Francis C. Hammond Middle School. This figure is calculated at 153.39% of the current year funding levels in accordance with predicted increases indicated in the preliminary allocation calculation for the 2018-2019 school year. This escalation in funding is due to increases in census data for the eligible population. Title I provides additional funding to schools experiencing the highest concentrations of student poverty. The funds will be primarily used to support additional FTEs for reading, math, and science teachers, coaches and interventionists; extended learning and academic interventions for students; targeted professional learning in areas of data-indicated need; meaningful parental and family engagement; supports for students experiencing homelessness; instructional technology; and supplemental instructional supplies.

A total allocation of $427,702.93 is requested from Title II, Part A. These funds support administrators’ implementation of Instructional Rounds to observe, analyze, and improve teaching and learning. In addition, funds will be used to continue the “Grow Your Own” teacher program and provide educators tuition assistance. The goals of these programs are to build the capacity of all members of the school community, provide dual certification in EL and Special Education, and to move paraprofessionals towards certified teaching positions. Working with Learning Forward on Instructional Coaching and Professional Learning Communities with each of our school leadership teams is part of the additional funds. This funding also includes a private school set-aside of $48,148.76 for equitable services required by the statute.

A total of $544,221.56 is requested to support Title III, Part A. These funds will support professional learning to assist teachers in ensuring English language proficiency development and academic achievement for English learner students. The professional learning is focused on strategies to increase language acquisition and to integrate language and content in instruction, such as cooperative learning and Guided Language Acquisition Design (GLAD). In addition, the funds will support English learners and immigrant families and community outreach through two parent resource positions, teachers of English learner students through a guided language acquisition design specialist position, and enhanced access to the general education curriculum through the purchase of supplemental literacy materials.
Background: Alexandria City Public Schools (ACPS) is entitled under the Elementary and Secondary Education Act to secure grants available through Title I, Part A; Title II, Part A; and Title III, Part A. The applications are submitted to the Virginia Department of Education (VDOE) to secure funds. Applications are due July 1, 2018.
Recommendation: The Interim Superintendent recommends that the School Board approve the Title I, Part A; Title II, Part A; and Title III, Part A applications for School Year 2018-19.
