Agenda Item Summary:
With the additional support from the RVS, ACPS has improved the fidelity of implementation of the registration and enrollment process. The residency verification data for SY 2018-19 shows 67 students were identified as residing outside the City of Alexandria. These were cases of preventing the enrollment of non-resident students or withdrawing currently enrolled non-resident ACPS students. The division saved an estimated $1,151,931 ($17,193 cost per student X 67 total students) by assisting these non-resident students to receive an education in the community which they reside.  
Background:
As a part of the FY 2017 budget, the School Board approved a full-time residency verification specialist (RVS) position in the Department of Student Services, Alternative Programs and Equity. The primary role of this position is to support schools in ensuring that students attending ACPS are residents of the City of Alexandria or meet other requirements including homelessness, as defined in the McKinney-Vento Act, placement in foster care, kinship care or non-resident employee student transfers. As a part of this process, ACPS staff assists families who are found to be non-residents of the City of Alexandria with identification and registration in the school division in which they currently reside.  
Recommendation
By reviewing residency verification information, the School Board continues its commitment to being fiscally responsible and ensuring the educational equity for ACPS students. The Superintendent recommends that the School Board review the residency verification information.
